Medical Services Board
The Medical Services Board (MSB) was established by law effective July 1, 1994. It is the responsibility of the Medical Services Board to adopt the rules that govern the Department's programs. The Board has eleven members, with at least one member from each congressional district and no more than six members from the same political party. Members are appointed by the Governor and confirmed by the Senate.
Medical Services Board meetings are scheduled for the second Friday of each month and are open to the public. The Board hears each proposed rule twice to allow time for the public to participate. For more information see our Stakeholder Engagement Protocols.
If you are interested in being considered for service on the Medical Services Board, you can access the application on the Governor's Office of Boards and Commissions web page.
A member of the public may email the Colorado Department of Regulatory Agencies to request a cost-benefit analysis (CBA)from the agency proposing rule changes, which is made publicly available when it is completed.
The Colorado Department of Regulatory Agencies provides a mechanism for citizens to receive Notices of Proposed Rulemaking in their areas of interest. When you sign up to receive Regulatory Notices, you are provided with information on the proposed rules, its public hearing and an effortless way to request that the rulemaking agency complete a cost-benefit analysis of the new or amended rules.

Testimony opportunities - Please keep your testimony related to the rule being discussed
- Testimony can be provided in person at the meeting.
- Testimony can be emailed to chris.sykes@state.co.us in advance of the meeting and will be distributed to the Medical Services Board members.
- Testimony can be given over the phone and over the computer at the time of the meeting. If you wish to provide testimony over the telephone please sign up for testimony using the Google form. Individuals providing remote testimony will be given time after individuals in the room.

The Board has eleven members appointed by the Governor and confirmed by the Senate. The members are persons who have a knowledge of medical assistance programs. Additionally, each Colorado congressional district must be represented on the Board and no more than six members can be of the same political party.
Board members do not receive compensation for their service, but are reimbursed reasonable expenses incurred in the performance of their official duties. Terms are four years and vacancies are filled for the remainder of the term by the Governor.
